  5.     Moscow's short, hot summer is threatening to bring an early
  6. autumn chill to Kabul. Facing economic and political collapse at
  7. home, the Kremlin is reviewing its largesse abroad. Boris Yeltsin
  8. openly opposes continuing aid to Afghan President Najibullah, and
  9. Mikhail Gorbachev, who discovered several proponents of continued
  10. support among those who plotted to overthrow him, is likely soon
  11. to pull the plug.

  13.      Although Soviet cargo planes are still flying in, the
  14. Russian wheat they are carrying is actually supplied by the
  15. Indian government (purchased by New Delhi under a barter
  16. arrangement). Despite those shipments, Kabul is suffering from
  17. a major wheat shortage at a time when it usually stockpiles
  18. supplies for the long winter. Najibullah still has a formidable
  19. store of weapons but is facing a critical shortage of fuel. The
  20. price of gasoline has more than doubled in recent months, and
  21. Western correspondents report only a trickle of traffic on
  22. Kabul's streets.

  24.      Sensing the time is ripe for a major mujahedin offensive,
  25. the U.S., Pakistan and Saudi Arabia have reportedly given the
  26. go-ahead to the guerrillas. Renewed military pressure on his
  27. already demoralized forces could soon add Najibullah to the list
  28. of victims of the Soviet putsch.
